📰 Where will the PAM get 390 billion dirhams from?
Fouzi Lekjaa, a leader in the Authenticity and Modernity Party, revealed details of the financial vision for the party’s program over the next five years, the total cost of which is estimated at around 390 billion dirhams.
Lekjaa explained that approximately 314 billion dirhams will be borne by the state’s general budget, while the remaining part will come from contributions from territorial groups, authorities and regional councils.
The program's key components include:
108 billion dirhams for social protection and pension reform.
93 billion dirhams to support purchasing power and counter price pressures.
57 billion dirhams for regional programs and reducing disparities between regions.
30 billion dirhams for youth integration and support for training and entrepreneurship.
26 billion dirhams for infrastructure and accelerating projects.
Lekjaa links the financing of these commitments to achieving economic growth of around 5% and maintaining the budget deficit at 3%, while increasing tax and non-tax revenues and enhancing the contribution of public institutions and enterprises.
Regarding debt, Lekjaa considered that controlling the deficit is the key to maintaining the sustainability of public finances, expecting the debt ratio to decline from about 66.8% to about 62% according to the horizon covered by the program.
He also stressed that borrowing should be directed primarily towards investment, infrastructure, health and education, and not to cover current expenses.
“PAM” relies on large social and investment spending, in exchange for bets on growth, controlling the deficit, and developing state resources to finance the program.
