لقجع يصل إلى تزنيت : أكد فوزي لقجع، خلال لقاء تواصلي بمدينة تيزنيت، أن العمل السياسي يجب أن يقوم على «المعقول والثقة» وخدمة المواطنين، بعيداً عن الصراعات والمزايدات الانتخابية، داعياً إلى التركيز على البرامج والاستماع إلى انتظارات المواطنين. وقدم لقجع تصور حزب الأصالة والمعاصرة للدولة الاجتماعية، مع التركيز على الصحة، التعليم، التشغيل، السكن والقدرة الشرائية، مشيراً إلى أن المواطن يريد خدمات عمومية ملموسة، خاصة طبيباً وخدمة صحية في المستوى. كما دافع عن برنامج الحزب الذي تبلغ كلفته الإضافية حوالي 350 مليار درهم خلال خمس سنوات، بمعدل يقارب 70 مليار درهم سنوياً، ويتضمن خمسة مواثيق، من بينها 150 مليار درهم للقدرة الشرائية، و100 مليار للمواطنة، و50 مليار لإدماج الشباب، و50 مليار للأمان. وفي ملف التشغيل، شدد لقجع على ضرورة ربط التكوين بحاجيات سوق الشغل، معلناً عن هدف إحداث مليون منصب شغل صافٍ على الأقل خلال الولاية المقبلة. كما وجه رسالة إلى رجال الأعمال، مفادها أن الاستثمار مرحب به، مقابل احترام القانون، خلق فرص الشغل والمساهمة الضريبية. وخلاصة خطاب لقجع من تيزنيت هي أن البرنامج الانتخابي، وفق طرح الحزب، يجب أن ينتقل من الأرقام والوعود إلى التنفيذ الفعلي، مع وضع خدمة المواطنين ومصلحة المغرب في صلب العمل السياسي.

Fawzi Laqjaa, a member of the Political Bureau of the Authenticity and Modernity Party, said during a meeting held last Saturday in the city of Tiznit that political work needs reason and trust, considering that political practice should be linked to serving citizens and not to the struggle for positions or achieving personal gains.


Lekjaa presented his participation in political work as an extension of his governmental experience and expertise in budget management, emphasizing that his entry into this field stemmed, in his words, from a conviction of the need to make this experience available to Morocco and Moroccans. He linked this to the necessity of implementing the program proposed by the Authenticity and Modernity Party, particularly in the areas of employment, health, and infrastructure.


Amid the campaign atmosphere, Lekjaa called for avoiding "sterile confrontations" and one-upmanship, preferring instead the exchange of ideas and discussion of programs. He stated that a political approach based solely on direct calls to vote was unsuitable for him, emphasizing the need for communication with citizens to be based on presenting visions and listening to their expectations.


The social state as presented by the PAM


During the meeting in Tiznit, Lekjaa did not limit his talk about political work to social issues, which constitute one of the pillars of his party’s electoral program. He considered that the citizens’ demands are not related to “imaginary” goals, but rather to clear daily needs, such as obtaining a job opportunity, benefiting from a high-level health service, and living with dignity.


The speaker presented the concept of the welfare state in a simplified manner, discussing direct social support, health coverage, and public schools. Speaking about healthcare, Lekjaa gave an example related to citizens' expectations of public hospitals, stating that citizens primarily want to find a doctor who will see them, speak with them, and provide the necessary treatment before they return home.


This vision aligns with the "Citizenship Charter" included in the party's electoral program, which allocates 100 billion dirhams over five years and includes commitments in the areas of hospitals, employment, education, housing, digitalization, and the Amazigh language. The program also allocates 50 billion dirhams to a Youth Integration Charter, which focuses on education, training, employment, housing, and career mobility.


The issue of employment stands out as a central point in Lekjaa's speech, particularly his emphasis on the need to align training with the demands of the labor market. He noted that many businesses struggle to find qualified workers in certain professions, arguing that addressing this discrepancy requires developing vocational training and strengthening its connection to the actual needs of the economy.


350 billion dirhams... Financial accounts at the heart of the program


One of the most significant aspects of the Authenticity and Modernity Party's program was the high financial cost of its proposed commitments. The party's official program estimates the total additional cost at approximately 350 billion dirhams over five years, averaging nearly 70 billion dirhams annually between 2027 and 2031.


The party links this cost to five major charters, including the Purchasing Power Charter at a cost of 150 billion dirhams, the Citizenship Charter at 100 billion dirhams, the Youth Integration Charter at 50 billion dirhams, the Security Charter at 50 billion dirhams, in addition to the Growth and Sustainability Charter as the framework that is supposed to guarantee the conditions for implementing the other commitments.


In previous party meetings, Lekjaa had presented a vision for financing these commitments, emphasizing that, according to his presentation, the matter did not involve separate figures from the resources that could be mobilized. The party's official document states that the proposed resources include 300 billion dirhams from the additional impact of growth, 40 billion dirhams from contributions by local authorities through the Value Added Tax (VAT) fund, and 10 billion dirhams from reallocation and budgetary efficiency measures.


Lekjaa placed financing at the heart of the program's discussion, particularly as the party presents its commitments as actionable and measurable, not merely as election promises. In previous statements, Lekjaa emphasized that the program is based on an assessment of the economic and social realities of 2026 and a vision of the party's objectives by 2031.


Investment and taxes: "Clarity" in the relationship with businessmen


From Tiznit, Lekjaa addressed a direct message to investors and business leaders, based on the fundamental principle that investment is welcome as long as it is transparent and compliant with the law. He linked investment to youth employment and tax compliance, asserting that economic activity should contribute to job creation and public finances.


This speech comes within the context of an electoral program that places growth and investment as prerequisites for implementing broad social commitments. The party's official document does not present 350 billion dirhams as an isolated sum, but rather links it to funding sources that include the additional impact of growth, reallocation, improved budgetary efficiency, and contributions from local authorities.


In a previous meeting in Berkane, Lekjaa spoke about a program with an annual cost of about 70 billion dirhams, combining the economic, investment and social aspects, and focusing on issues including the high cost of living, purchasing power, health and education.


This approach attempts to frame the relationship between the state and businesses as one of reciprocal obligations: the state provides the conditions for investment, while the investor commits to legal compliance, tax contributions, and job creation. This idea was prominently featured in Lekjaa's speech in Tiznit, particularly in his remarks about youth.


"Reasonableness and trustworthiness" face the test of implementation


Lekjaa summarized his electoral message in Tiznit in the concepts of "reason and trust," a phrase through which he attempted to link political discourse to programs and figures, rather than simply focusing on confrontations between parties during the campaign. Lekjaa stated that political actors must be at the service of citizens and that the interests of Morocco and Moroccans should be paramount.


This speech puts the Authenticity and Modernity Party’s electoral program to two interrelated tests: the first relates to the party’s ability to convince voters of the usefulness of the commitments it proposes, and the second relates to the ability of these commitments to move from the level of numbers and documents to the level of implementation in the event that the party assumes governmental responsibility.


The program outlines 20 commitments, five agreements, and 350 billion dirhams in additional costs over five years, along with the goal of creating at least one million net jobs during the term. It also identifies three main sources of funding: growth impact, contributions from local authorities, and budgetary reallocation and efficiency measures.


 


Youth and training: another battle on the PAM's agenda

ومن مدينة تيزنيت، عاد لقجع إلى الحديث عن سوق الشغل من زاوية العلاقة بين المقاولة والتكوين، مشيرا إلى أن بعض رجال الأعمال يجدون صعوبات في العثور على كفاءات مهنية مؤهلة. ويضع هذا الطرح مسؤولية مشتركة على التكوين والاقتصاد، إذ لا يكفي، وفق المنطق الذي قدمه، تخريج أعداد من المتدربين إذا لم تكن المهارات المكتسبة متطابقة مع حاجيات المؤسسات والمقاولات.


ويطرح الحزب، ضمن برنامجه، هدف إحداث مليون منصب شغل صاف على الأقل خلال الولاية المقبلة، وهو هدف معلن في الوثيقة الانتخابية الرسمية.


ويربط «البام» ملف الشباب، أيضا، بمجموعة من السياسات الاجتماعية والاقتصادية، فلا يتعامل معه باعتباره قضية تشغيل فقط، وإنما يدمجه في منظومة تشمل التعليم والتكوين والسكن والحركية المهنية. وبذلك يصبح التشغيل جزءا من تصور أوسع لإعادة إدماج الشباب في الدورة الاقتصادية.


وفي خطاب لقجع يبدو الاستثمار الخاص جزءا من هذه المعادلة، من خلال دعوة رجال الأعمال إلى إطلاق المبادرات الاقتصادية، مقابل الالتزام بالقانون وتشغيل الشباب وأداء الضرائب. وهي الرسالة التي وجهها بشكل واضح خلال لقاء تيزنيت، حيث ربط بين تشجيع الاستثمار والالتزامات الاقتصادية والاجتماعية للمستثمرين.
